Calling for an independent international investigation of the April 10, 2010, plane crash in Russia that killed Poland's president Lech Kaczynski and 95 other individuals.

IN THE HOUSE OF REPRESENTATIVES

June 30, 2010

Mr. KING of New York submitted the following resolution; which was referred to the Committee on Foreign Affairs


RESOLUTION

Calling for an independent international investigation of the April 10, 2010, plane crash in Russia that killed Poland's president Lech Kaczynski and 95 other individuals.

Whereas, on April 10, 2010, a plane carrying the Polish President Lech Kaczynski crashed in Russia, killing everyone on board;

Whereas the individuals onboard included President Lech Kaczynski and his wife, the chief of the Polish General Staff and senior Polish military officers, Poland's deputy foreign minister, 12 members of the Polish Parliament, the president of the National Bank of Poland, senior members of the Polish clergy, and relatives of victims of the Katyn massacre;

Whereas President Lech Kaczynski was on his way to honor the 22,000 Polish officers killed at Katyn by the Soviet Secret Police in 1940 when the plane crashed just six miles from Katyn;

Whereas, on April 10, 2010, Russian President Dmitry Medvedev ordered the establishment of a government commission headed by Russian Prime Minister Vladimir Putin to investigate the circumstances of the disaster;

Whereas Edmund Klich, the head of the State Commission for Aircraft Accident Investigations in Poland, was put in charge of the Polish investigative committee;

Whereas an investigation committee of the Prosecutor General of Russia started a criminal case in accordance with a violation of the safety rules of the Russian Criminal Code;

Whereas, on May 19, 2010, Alexei Morozov, the head of the technical commission of Russia's Interstate Aviation Committee, released a preliminary report that the plane did not suffer from any mechanical failures and ruled out a terrorist attack, explosion, or fire;

Whereas Russian investigators have released preliminary reports concluding that the crash was the fault of the pilots who did not listen to the air traffic controllers;

Whereas Polish investigators have released preliminary reports concluding that the crash was the fault of the air traffic controllers who gave delayed commands to the pilots;

Whereas some Polish security and aviation authorities were denied access to the crash site;

Whereas only the transcripts of flight recorders have been given to Polish investigators;

Whereas the black boxes have not been handed over to Polish investigators; and

Whereas over 50,000 Poles have signed a petition calling for an international investigation: Now, therefore, be it

Resolved, That the House of Representatives calls for an independent international investigation of the April 10, 2010, plane crash.

Dear Congressman King,                                  

In the name of the worldwide Polish organization, Polonia Semper Fidelis, we’d like to express to you our deep gratitude and our full support for taking the initiative within the US Congress in resolution 1489 regarding a re-examination of the flight catastrophe in Russia on April 10, 2010, where as a result President Lech Kaczynski and 95 other government figures were killed.

For all of us Poles, including those living in Poland, as well as the Polish living in the US, Canada, Australia, and many other countries that recognized President Lech Kaczynski, his wife Mary, and the other highest members of Poland, this was an impactful move. It was a national tragedy, especially because it had occurred no more than a few miles from the massive murder of the sons of Poland in the forest of Katyn by the NKWD in April of 1940. For the commemoration of the thousands of deaths there, President Kaczynski and his members went through their final trip.

In the result of all investigations, from the Russian side, there was not much explained, if anything. There still exist more questions than answers, to solve this tragedy. This causes a need for understanding for not only the Poles, but also all of those with friendly ties to Poland who want answers as to a full explanation of this tragedy through an international means of investigation.

Polonia Semper Fidelis stands on the decision that calling forth such a commission was the rightful step in moving toward finding justice for those who died in the tragic crash. Also, this is a rightful movement in giving honor again to all those other thousands that died in the Katyn forest in 1940, an unsaid political event 70 years ago. Let’s not allow, for a second tragedy to easily be dismissed not only because of being overlooked, but maybe perhaps even an injustice on the Russian side by an additional responsibility of the Polish judicial system, not explained to the public, with some detailed political goals that may have helped yet again, erase the true picture of the true occurences.

Polonia Semper Fidelis is therefore expressing its deepest thanks to you, sir, for the initiative taken in the US Congress and of your full support for Poland and for the name of Poles worldwide. To this we also add a list of people and organizations that along with PSF, wish to explain their support for resolution 1489.

Polonia Semper Fidelis and the Poles worldwide ask you for your help in the 2010 Katyn massacre which killed the President of Poland Lech Kaczynski His wife Maria nad 95 leading individuals of the Republic of Poland.

Poland has never suffered such lost since the Katyn forest massacre in 1940 where thousands Polish officers and leaders of Poland were shot in massive crime against humanity and the lost of the Prime Minister General Władysław Sikorski in such "unexplained" plane crash near Gibraltar in 1943.

That's why we Poles appeal to you, our Friend, wherever you live: in the United States, Canada, England, France, Australia or elsewhere on the world...

Join the GOP Member of the US Congress and join us - Polish communities worldwide and our Compatriots in Poland - in order to express our veto to hide under "the cammouflage" of "politically correct" efforts of enemies of the Free World this tragedy near Smolensk and Katyn.

 

The Russian government - who has given a kind of unitareal explanations - together with present Polish authorities - for small politicał reasons - they both don't want to resolve this matter in satisfactory way for real truth and justice.

 

That's why Polonia Semper Fidelis with millions of Polish people in Poland and worldwide is asking you for your support for independent, international investigation in this tragedy what has been expressed by the US Congressman Peter T. King of New York with his resolution 1489 introduced to the House of Representatives and which we support.
